Low Util Actioning Levels:

| Level 3 | Permanent block |
Note - If a partner is not giving any valid reason then they will get permanently blocked at Level 3 only and it will show training failed in rich profile.
Partners need to book slots from the app for training.
Criteria on which low util block happens are:
The acceptance rate should be 75 %
Calendar marking should be 250 working hours
The service delivery rate should be 75%
